Caravan count not reliable or sufficient - Leeds GATE

The only collection of data on the number of unauthorised encampments across England is the MHCLG (formerly DCLG) bi-annual caravan count.  You can read our analysis of this data in a new briefing paper (PDF Link below).  We conclude that the caravan count data is not sufficient  or reliable enough to draw accurate conclusions about the number of unauthorised encampments on land not owned by Gypsies and Travellers.  We also conclude that the data does not assist in attempting to measure the impact of amendments in to Government policies such as the October 2015 revision to the Planning definition of 'travellers'.  Leeds GATE calls on the Government to take responsibility for ensuring that the impact of national planning policies can be accurately tracked and responded to by local authorities and civil society.  We also suggest that more comprehensive data on unauthorised encampment in local authority areas would allow for better monitoring and assessment of management practices such as Negotiated Stopping.

Our overall aim is to improve quality of life for Gypsies and Travellers through addressing inequalities in homes, health, education, employment and financial and social inclusion. We run a number of community facing and strategic projects to achieve our aims including advocacy, community development and youth work.

As many of you know, I will be leaving GATE at Christmas after over five years as our advocate.  I just want to say thank you to everyone, from the members, to staff, to partners, for making this such a memorable and genuinely enjoyable experience.  It has been at times challenging and the role is demanding but I have always felt supported and appreciated.

It was a big day for Leeds GATE and our CEO Helen Jones on 17th November when she recieved an honorary doctor of laws at the Dundee University winter graduation ceremony.  Having never attended university as a student herself, Helen was quite overwhelmed to recieve the award which was made in recognition of the impact of our work to improve the health and wellbeing of Gypsy and Traveller people.  

During her acceptance speech to a packed Caird Hall Helen made clear that she felt the award recognised not only her own work but that of all the Gypsy and Traveller people who had contributed to the development of Leeds GATE during the past 15 years.  "Though they are not visible today, I am truly standing here on the shoulders of giants", she said.  You can watch the full speech here.
