Universal Credit - A report by Leeds GATE and Irish Traveller Movement in Britain

As part of our objective 'improving education, employment and financial inclusion' Leeds GATE have been working with the Irish Traveller Movement in Britain, ITMB, to asses the likely impact of welfare benefit changes.  We are pleased to release a joint report about the upcoming Universal Credit benefit change and the impact this might have on the Gypsy and Traveller community.  

Leeds GATE meetingGATE and ITMB previously noted their concerns over the Government’s Equality Impact Assessment of this legislation, particularly its simplistic comparison of ‘white’ with ‘non white’ groups.  Both organisations did not feel that this approach fully recognise the differences within this ‘non white’ group and therefore the realities of many marginalised groups.

We together responded by putting together this joint report, which has looked specifically at the likely impact on Gypsies and Travellers.  It was formulated by getting input from a wide range of groups and people, including members of the community themselves, voluntary organisations who work with them and professional organisations like the Department of Work and Pensions.

As you will see, we have made a number of recommendations, our aspiration not just to raise awareness of potential problems but hopefully influence how Universal Credit will be introduced in practice.  We will continue to work with the DWP and other partners over the coming months to help ensure as many of these recommendations can be as closely realised as possible.
